Voyage to study effects of ocean acidification off U.S. West Coast

A team of scientists is setting out on a research expedition along the U.S. West Coast to study ocean acidification, the greenhouse gas-driven change in the chemistry of seawater that has been called climate change’s “evil twin.”

Chemists and biologists from the National Oceanic and Atmospheric Administration will board the survey ship Fairweather next week, sailing from Canada to Mexico to collect samples of water, algae and plankton, officials said Thursday. The goal of the monthlong voyage is to better understand how marine ecosystems are responding to water that is becoming more acidic as a result of the buildup of carbon dioxide in the atmosphere.

“We will for the first time not only study the chemistry of acidification but also study at the same time the biological impacts,” Richard Feely, an oceanographer with NOAA’s Pacific Marine Environmental Research Laboratory, told reporters in a telephone briefing.

Oceans have absorbed about 25% of the greenhouse gases that have accumulated in the atmosphere from the burning of fossil fuels, buffering some of the effects of climate change, Feely said. But that comes at a great cost to marine life because when carbon dioxide dissolves in seawater, it lowers itsthe water’s. The gradual change in chemistry poses a particular threat to shellfish such as oysters and clams that require alkaline water to build their protective shells.

The research expedition could shed light on whether acidification is harming pteropods, marine snails that are especially sensitive to changing acidity and are a key food source for fish, birds and whales. Scientists also want to know whether acidification is making harmful algae blooms more toxic to marine life. Increased toxicity has been shown in laboratory experiments but not observed the field.

Huffman introduces bill to refinance decade-old fishing industry loan

Legislation aimed at alleviating the financial hardship of a federal loan that has been weighing on Pacific Coast groundfish fisherman for nearly a decade has moved one step closer to passing, North Coast Congressman Jared Huffman’s office announced on Thursday.

Introduced into Congress this week, Huffman’s “Revitalizing the Economy of Fisheries in the Pacific Act” picks up where a bipartisan bill introduced in September 2012 by former North Coast Congressman Mike Thompson left off, and would allow for the refinancing of a $35.7 million buyback loan authorized by Congress in 2003.

In a press release, Huffman called the bill — his second piece of legislation to be introduced since he took office in January — “… a win-win for small businesses and the environment.”

The opportunity to refinance the loan at a lower interest rate would give local groundfish fishermen the same opportunities as any homeowner or business, and would not require the federal government to spend any new money.

“The success of our local fishermen is essential to the health of the North Coast’s economy, but it is becoming increasingly difficult for them to repay the debt on a decade-old federal loan,” Huffman said in the release. “The combination of interest payments, new fees, and rising fuel costs are putting small businesses in our coastal communities at risk.”

Warming, Rising Acidity and Pollution: Top Threats to the Ocean

Ocean plants produce some 50% of the planet’s oxygen. Seawater absorbs a quarter of the carbon dioxide we pump into the atmosphere. Ocean currents distribute heat around the globe, regulating weather patterns and climate. And, for those who take pleasure in life’s simple rewards, a seaweed extract keeps your peanut butter and ice cream at the right consistency!

Nonetheless, those of us who can’t see the ocean from our window still feel a disconnect—because the ocean feels far away, it’s easy to forget the critical role the ocean plays in human life and to think that problems concerning the ocean will only harm those people that fish or make their living directly from the sea. But this isn’t true: the sea is far more important than that.

Every year, scientists learn more about the top threats to the ocean and what we can do to counter them. So for tomorrow’s World Oceans Day, here’s a run-down of what we’ve learned just in the past 12 months.

Successful Managing Our Nation’s Fisheries Conference Brings Together Diverse Voices

Managing Our Nation's Fisheries Advancing Sustainability logoThe Managing Our Nation’s Fisheries 3 conference wrapped up today on a successful note, with conference participants developing 128 recommendations for improving fishery sustainability. The draft recommendations are online at http://tinyurl.com/cgugoef and will be further elaborated in the conference proceedings.

The conference was coordinated by the eight Regional Fishery Management Councils and NOAA Fisheries, and was sponsored by both fishing industry and environmental groups. The conference aimed to identify both legislative and non-legislative measures to advance fishery sustainability in light of the coming reauthorization of the Magnuson-Stevens Fisheries Conservation and Management Act, which governs Federal fishery management in the United States. Most participants seemed to agree that the Magnuson-Stevens Act has been successful in managing U.S. fisheries, and that large-scale revisions would not be needed. For example, under the Act, 32 fish stocks that were previously labeled “overfished” have been rebuilt. However, there was also agreement that some changes are needed to keep the Act relevant, flexible, and responsive.

“These recommendations will be considered carefully as we move forward with Magnuson-Stevens Act reauthorization,” said Dave Whaley, Legislative staff for the House Natural Resources Subcommittee. “We do need to act carefully; we do not want to solve problems in one area of the country while creating new problems in other areas.”

The conference, held at the Mayflower Renaissance Hotel in Washington, D.C., began on May 6 with keynotes by Rep.Doc Hastings (R-WA); NOAA Assistant Administrator Eric Schwaab; chef, author and television host Barton Seaver; and Deadliest Catch skipper Keith Colburn. The conference continued May 8 and 9 with sessions on improving fishery management essentials, advancing ecosystem-based decision making, and providing for fishing community stability. Senator Mark Begich (D-AK) addressed the conference attendees on May 8. More than 600 people attended the conference.

House Natural Resources Chairman Hastings Discusses Magnuson-Stevens Act Reauthorization at Fisheries Conference

Today, House Natural Resources Committee Chairman Doc Hastings (WA -04) spoke at the third Managing Our Nation’s Fisheries Conference coordinated by the Regional Fishery Management Councils and hosted by the Pacific Fishery Management Council. During his remarks, Chairman Hastings discussed the reauthorization of the Magnuson-Stevens Act, President Obama’s National Ocean Policy, and the need to update the Endangered Species Act.

The following are highlights from his speech:

Balance and Flexibility

“Managing fish – and fishermen – is a challenge.  It requires balancing act in a number of areas: between a sustainable harvest level and the maximum economic value for the fisheries; between recreational and commercial users of the same resource; between different gear types in the same fisheries; and between the interests of different states.  In addition, not only are the fisheries different, but the challenges are different in each region of the country.  Because of these differences, a one-size-fits-all management structure is not the most efficient structure.

The Magnuson-Stevens Act provides the framework for sustainable fisheries management that allows for regional solutions to address regional challenges.  The Act works, it is absolutely necessary to maintain this authority that allows regions to find unique solutions to their problems.  Because of this framework the United States has arguably the best managed fisheries in the world.”

Magnuson-Stevens Reauthorization

“It is Congress’ responsibility to re-examine and reauthorize the laws that we create and the current authorization for the Magnuson-Stevens Act expires at the end of Fiscal Year 2013. The time for Congress to work on this reauthorization is now.

As Chairman of the Natural Resources Committee – the House Committee with jurisdiction over the Magnuson- Stevens Act – I have already begun the reauthorization process with several hearings in the last Congress and, in March, the first of several hearings we will hold this year. It is my goal is to try and reauthorize this important statute this Congress… We are in the process of scheduling our next hearing on the reauthorization and it will be formally announced soon.  It will be on data collection issues and it will be held on May 21st, but there are other issues that need to be addressed at further future hearings.”

‘Mystery fish’ turns out to be 125-pound opah, a rare catch aboard Southern California half-day boat

Anglers and crew aboard a Southern California half-day boat were astonished last week to see what the captain had reeled from the depths: a stunningly gorgeous moon-shaped denizen with a speckled body and bright-red fins.

It was an opah, a species more commonly found in tropical and sub-tropical waters much farther offshore. Opah catches are rare off California, and extremely rare in coastal waters. To have landed one of these pelagic beauties from a half-day boat, within view of the shore, might be unprecedented.

Opah2Capt. Jeff Patrick of the Western Pride hooked the 125-pound opah on a sardine at a depth of about 250 feet, while on a rockfish excursion out of Davey’s Locker Sportfishing in Newport Beach.

The “mystery fish” was so feisty that he thought he had hooked a shark. The fight lasted 45 minutes and at one point the captain contemplated cutting the line because the rockfish had stopped biting and he wanted to relocate to a more productive area.

Pacific coast forage fish protection strongest in the world

Recent stories may have left some people with the wrong impression regarding the Pacific Fishery Management Council’s upcoming decision on April 9 to adopt the Pacific Coast Fishery Ecosystem Plan (FEP).

These stories have implied rampant overfishing of forage species like sardines that the FEP supposedly will address by reducing catch limits on these fish in order to maintain a food source for bigger species like salmon and albacore.

However, this simply isn’t true.

The council authorized development of the FEP to “enhance the Council’s species-specific management programs with more ecosystem science, broader ecosystem considerations and management policies that coordinate Council management across its Fishery Management Plans (FMPs) and the California Current Ecosystem (CCE).”

The FEP’s first initiative proposes to protect unmanaged lower trophic level forage species such as Pacific sandlance and saury, which are currently not fished, by “prohibiting the development of new directed fisheries on forage species that are not currently managed by the Council, or the States, until the Council has had an adequate opportunity to assess the science relating to any proposed fishery and any potential impacts to our existing fisheries and communities.”

In contrast, anchovy, sardines and market squid, officially known as coastal pelagic species (CPS),

are already well managed under both federal and state fishery management plans, which prescribe precautionary harvest limits.

Consider the visionary management of Pacific sardines, the poster fish for ecosystem-based management. A risk-averse formula is in place that ensures when population numbers go down, the harvest also goes down. Conversely, when more sardines are available, more harvest is allowed, but the maximum cap is set far below the maximum sustainable harvest level.

In 2011, the U.S. West Coast sardine fisheries harvested only 5.11 percent of a very conservative stock estimate, leaving nearly 95 percent of the species for predators and ecosystem needs.

Does that sound like overfishing to you? Of course not, and scientists agree.

A 2012 study by a panel of 13 scientists from around the world known as the Lenfest Forage Fish Task Force concluded that while overfishing of forage species is problematic on a global scale, the West Coast is not being overfished.

Indeed they noted that the Pacific Coast is, “ahead of other parts of the world in how it manages some forage fish.” The region has “stricter monitoring and more conservative limits that could serve as a buffer against future crashes.”

Knowledgeable people know that this is no accident. Fishing families have historically worked with regulators to protect our wetfish fisheries.

In fact, more than a decade ago, the Pacific Fishery Management Council adopted a management strategy for CPS harvested in California and on the West Coast, maintaining at least 75 percent of the fish in the ocean to ensure a resilient core biomass. The sardine protection rate is even higher.

California also implemented a network of no-take marine reserves throughout our state’s waters. Reserves established at specific bird rookery and marine mammal haul-out sites — for example near the Farallon Islands, Año Nuevo, and Southern California’s Channel Islands — were enacted to protect forage fish. More than 30 percent of traditional squid harvest grounds are now closed in reserve.

Hopefully these facts will prevail and dispel the hype. California has been recognized by internationally respected scientists as having one of the lowest fishery harvest rates in the world. It’s one of only a few areas deemed “sustainable.” (Rebuilding Global Fisheries, Science 2009).

Catch shares leave fishermen reeling

 

SAN FRANCISCO – For centuries, men like Larry Collins, a garrulous crab and sole fisherman, were free to harvest the seas.

But sweeping across the globe is a system that slowly and steadily hands over a $400 billion ocean fishing industry to corporations. The system, called catch shares, in most cases favors large fishing fleets, a review of the systems operating across the United States shows.

“We’ve been frozen out,” said Collins, who docks near the Golden Gate Bridge. “This system has given it all to the big guys.”

More and more wild-caught fish species and fishing territories in the United States are managed under catch shares, which work by providing harvesting or access rights to fishermen. These rights – worth tens of billions of dollars in the United States alone – are translated into a percentage, or share, that can then be divided, traded, sold, bought or leveraged for financing, just like any asset.

Catch shares have been backed by an alliance of conservative, free-market advocates and environmental groups, some of which have financed scientific studies promoting the merits of the system, the Center for Investigative Reporting has found.

Soybean Diets for Farmed Fish

**West coast CPS ‘forage’ harvest is strictly limited to leave most fish in the ocean, so innovative fish farmers are developing alternative feeds to provide high quality seafood for restaurants and seafood consumers.

 

 

What is the future of seafood?

A new video, funded by the U.S. soybean industry, takes us behind the scenes to what could become the beginning of a “green” fish-farming revolution.

“The video shows folks that industry is concerned about sustainability and that research is being conducted to address potential problems with cage farming,” said Donald Kent, president of Hubbs-SeaWorld Research Institute in San Diego. “Sea Grant and NOAA should take some credit for making this a possibility.”

Fish farmers at the innovative Pacifico Aquaculture are raising white sea bass, yellowtail and other premium finfish species in floating open-ocean cages near Isla Todos Santos (a famous big wave surf spot) off the coast of Ensenada, Mexico. 

The farm has recently earned a “best aquaculture practices” certification for all its green efforts.
