Cyclical sardine stock decline sets off efforts by greens to suspend West Coast fishery

GRANTS PASS — Concerned sardine numbers may be starting to collapse, conservation groups are calling on federal fishery managers to halt West Coast commercial sardine fishing to give the species a better chance to rebound.

“If they continue fishing them hard, they will go down a lot faster, and it will take them longer to recover,” said Ben Enticknap, of the conservation group Oceana, that wants a suspension through the first half of 2014.

The fishing industry counters that while there are signs sardines are going into a natural cycle of decline, fishery management has taken precautions to prevent overfishing, which was common in the past.

“Today’s precautionary management framework cannot be compared to the historic fishery, which harvested as much as 50 percent of the standing stock,” said Diane Pleschner-Steele, executive director of the California Wetfish Producers Association, which represents sardine fishermen and processors. She is also vice chairman of a committee that advises the federal Pacific Fishery Management Council on sardines and related species.

Current harvest rates range from 15 percent to 25 percent, depending on the size of stocks.

The council plans to vote Sunday in Costa Mesa, Calif., on an interim harvest quota for the first half of 2014. The council has no specific proposal before it, council staffer Kerry Griffin said.

The latest sardine assessment prepared for the council says that stocks at the start of 2014 are expected to be 28 percent of their peak in 2006, when they hit 1.4 million metric tons. The current management plan for sardines says a decline of another 60 percent, to 150 metric tons, would require halting fishing off the West Coast.

Landings in Oregon, Washington and California have been valued at $9 million to $15 million a year. Most of the fish are exported to Asia, where some are canned and others used for bait for tuna.

Boom Times for Squid Fishery

For the fourth year in a row ​— ​and with the fastest time ever since modern regulations began in 2005 ​— ​California’s squid-fishing fleet (pictured) hit its annual limit early, with the more than 100 permitted boats landing about 118,000 tons of the slimy species known as Doryteuthis opalescens by October 18, nearly six months before the season ends on March 31, 2014. Much of that haul came from boats working the Channel Islands and Gaviota Coast with bright lights at night, when it’s easiest to snag the squid as they spawn near the shoreline. From there, the Southern California boats deliver their loads to processing centers in Ventura, Port Hueneme, and San Pedro, which then freeze the squid and ship most of them to China. Together with the squid fishers up north in the Monterey Bay, the industry rakes in about $70 million annually.

“They’re the most valuable fishery in the state of California,” said Diane Pleschner-Steele, the Buellton-based director of the California Wetfish Producers Association, which represents commercial fishermen who catch squid, mackerel, sardine, and anchovy. “This was an unusual year. They were spawning way early and everywhere at the same time,” she explained, noting that her association’s research revealed more young squid in August than they usually see in the peak winter season. “It’s a phenomenon we haven’t seen before.”

Another twist this year was that the fishermen and processing centers were enlisted to help track the catch, filing reports daily so that the California Department of Fish and Wildlife would know how much fish was being harvested and wouldn’t shut the season early, as had been done in years past. “We were able to help the department and also maximize the value of the fishery,” said Pleschner-Steele, whose association spearheaded the unique relationship and one day hopes for electronic tracking. “It’s an uncommon partnership.”

Squid season closes as fishery reaches harvest limit early

After a banner year, squid season ended at noon Friday.

That’s when the California Department of Fish and Wildlife expected fishermen to reach the seasonal harvest limit of 118,000 tons. The department tracks catches and closes the season when the limit is reached.

This year marked the earliest closure since the harvest limit was imposed in 2005. The fishery has reached the limit for the past several years, but not until November or December. A new season starts each April.

While squid fishing tends to have its busiest months during the fall and winter in Southern California, that changed this year.

“The squid showed up early in the summer months in Southern California,” said Briana Brady, a senior environmental scientist with Fish and Wildlife.

The fishing industry also worked hand-in-hand with the state this year to accurately track the daily catch, said Diane Pleschner-Steele, executive director of the nonprofit California Wetfish Producers Association based in Buellton.

Processors are required by law to report numbers twice a month. But this year, they sent in totals daily to help keep a more accurate count, she said.

Preliminary figures showed market squid landings had hit nearly 109,000 tons on Tuesday.

FDA says US, imported seafood has no radiation risk from Fukushima

SEAFOOD.COM NEWS by John Sackton Sept. 23, 2013 – In a September update on food safety issues related to the Fukushima nuclear disaster, the FDA declared that there is no public health concern for the U.S. They said that the same holds true for imported seafood, including seafood from Japan. For example, in a study that detected very low levels of cesium in bluefin tuna caught off the coast of California, the FDA says these levels were 300 times lower than the level that would even trigger an investigation to see if there was a public health concern. In short, although some specific radioactive isotopes may be detected from time to time, the FDA says that these levels are so low as to provide no issue whatsoever for public health.

Their full statement is below:

To date, FDA has no evidence that radionuclides from the Fukushima incident are present in the U.S. food supply at levels that would pose a public health concern. This is true for both FDA-regulated food products imported from Japan and U.S. domestic food products, including seafood caught off the coast of the United States.

Consequently, FDA is not advising consumers to alter their consumption of specific foods imported from Japan or domestically produced foods, including seafood. FDA continues to closely monitor the situation at and around the Fukushima Dai-ichi facility, as it has since the start of the incident and will coordinate with other Federal and state agencies as necessary, standing ready to take action if needed, to ensure the safety of food in the U.S. marketplace.

Import Alert # 99-33, which instructs FDA field personnel to detain foods shipments from Japan if the food is likely to contain radionuclide contamination, remains active. In addition, FDA tests for radionuclides as part of its routine surveillance, through the toxic elements in food and foodware monitoring program and through its Total Diet Study.

On top of the information obtained from its testing of imported and domestic foods, FDA stays current on radiation monitoring efforts by other U.S. Government agencies, including the environmental radiation monitoring program (RadNet) conducted by the Environmental Protection Agency (EPA). Additionally, the Agency consults on a formal and informal basis with experts from government, academia and the private sector on radiation safety issues. FDA scientists also keep abreast of scientific publications and reports from both private and public scientific institutions, including oceanographic research institutions. For example, a study published in 2012 in the Proceedings of the National Academy of Sciences (PNAS) reported finding very low levels of Cesium in Pacific Bluefin tuna caught by recreational fisherman off the coast of California in August 2011. FDA reviewed this study and determined that the levels of cesium were roughly 300 times lower than levels that would prompt FDA to investigate further to determine if there were a health concern.

Fishermen now the “right hand” of marine research

Bycatch reduction, gear recovery and direct-seafood marketing are among the topics currently addressed through collaborative research with commercial and recreational fishermen.

Other projects examine rockfish populations within the Rockfish Conservation Areas; yellowtail movement patterns in Southern California, and spawning populations of night smelt along the North Coast.

All of the projects are unique in that fishermen are in some way directly involved with the research. They may have initiated the project’s basic concept, or they may be helping to collect data. In some cases, they are also helping analyze it. The unifying theme is that both anglers and commercial fishermen are engaged in work that often, previously has been isolated within academic or management circles.

California Sea Grant supports this innovative research through our partnership with the non-profit Collaborative Fisheries Research West, funded by the California Ocean Protection Council. California Sea Grant Extension specialists are lead investigators on several of the projects, as well.

The 12 projects listed below include both large, multi-year grants, with awards ranging from $206,000 to $242,000 plus matching funds, and mini grants, with awards at or below $25,000 plus matching funds.

Movement of marine life follows speed and direction of climate change

Scientists expect climate change and warmer oceans to push the fish that people rely on for food and income into new territory. Predictions of where and when species will relocate, however, are based on broad expectations about how animals will move and have often not played out in nature. New research based at Princeton University shows that the trick to more precise forecasts is to follow local temperature changes.

The researchers report in the journal Science the first evidence that sea creatures consistently keep pace with “climate velocity,” or the speed and direction in which changes such as ocean temperature move. They compiled 43 years of data related to the movement of 128 million animals from 360 species living around North America, including commercial staples such as lobster, shrimp and cod. They found that 70 percent of shifts in animals’ depth and 74 percent of changes in latitude correlated with regional-scale fluctuations in ocean temperature.

“If we follow the temperature, which is easier to predict, that provides a method to predict where the species will be, too,” said first author Malin Pinsky, a former Princeton postdoctoral researcher in ecology and evolutionary biology who is now an assistant professor of ecology and evolution at Rutgers University.

“Climate changes at different rates and in different directions in different places,” he said. “Animals are basically being exposed to different changes in temperature.”

The researchers compiled survey data collected from 1968 to 2011 by American and Canadian fishery-research centers and government panels. The surveys recorded surface and bottom temperatures, as well as the complete mass of animals in nine areas central to North American fisheries: the Aleutian Islands; the eastern Bering Sea; the Gulf of Alaska; the West Coast from Washington to California; the Gulf Coast from Louisiana to Mexico; the Northeast coast from North Carolina to Maine; the coast of Nova Scotia; the southern Gulf of St. Lawrence; and the Atlantic Ocean east of Newfoundland.

Details of the surveys revealed that sea creatures adhere to a “complex mosaic of local climate velocities,” the researchers reported. On average, changes in temperature for North America moved north a mere 4.5 miles per decade, but in parts of Newfoundland that pace was a speedier 38 miles north per decade. In areas off the U.S. West Coast, temperatures shifted south at 30 miles per decade, while in the Gulf of Mexico velocities varied from 19 miles south to 11 miles north per decade.

Animal movements were just as motley. As a whole, species shifted an average of 5 miles north per decade, but 45 percent of animal specific populations swam south. Cod off Newfoundland moved 37 miles north per decade, while lobster in the northeastern United States went the same direction at 43 miles per decade. On the other hand, pink shrimp, a staple of Gulf Coast fisheries, migrated south 41 miles per decade, the researchers found.

Researchers Find Deep-Sea Squid With Tentacle Tips That “Swim” on Their Own

MOSS LANDING, Calif – A new discovery shows that deep sea squid are slower swimmers with a weak, gelatinous body as compared to it’s brothers, but the Grimalditeuthis bonplandi has adapted its tentacles to become a fierce predator.

Until just a few years ago, marine biologists could only work with dead or dying specines of G. bonplandi that had been captured in deep-sea trawl nets. However, recent developments have allowed scientists to use video from underwater robots known as remotely operated vehicles (ROVs),  to study how these squids behave in their native habitat roughly one mile below the ocean surface.

The deep-sea squid Grimalditeuthis bonplandi seems to use a very different feeding strategy. A slow swimmer with a weak, gelatinous body, its tentacles are long, thin, fragile, and too weak to capture prey. Unlike any other known squid, its tentacles do not have any suckers, hooks, or photophores (glowing spots).

The lead author of the paper, Henk-Jan Hoving, was a postdoctoral fellow at MBARI from August 2010 until July 2013. He and his coauthors examined video of G. bonplandi taken during an MBARI ROV dive in Monterey Bay. They also analyzed video collected by several oil-industry ROVs in the Gulf of Mexico, as part of the Scientific and Environmental ROV Partnership Using Existing Industrial Technology (SERPENT) project. In addition, the researchers dissected over two dozen preserved squids from various collections.

When the ROVs first approached, most of the squids were hanging motionless in the water with their eight arms spread wide and their two long, thin tentacles dangling below. What intrigued the researchers was that the squids’ tentacles did not move on their own, but were propelled by fluttering and flapping motions of thin, fin-like membranes on the clubs. The clubs appeared to swim on their own, with the tentacles trailing behind.

Instead of using its muscles to extend its tentacles, like most squids, G. bonplandi sends its clubs swimming away from its body, dragging the tentacles behind them. After the tentacles are extended, the clubs continue to wiggle independently of the tentacles.

When threatened, instead of retracting its tentacles as most squids would do, G. bonplandi swims down toward its clubs. After swimming alongside its clubs, the squid coils both the tentacles and clubs and hides them within its arms before swimming away.

Monterey Bay trawling deal hailed as a breakthrough: Fishermen, environmentalists long at odds

A “lava-in-water” effort to redefine trawling boundaries off the Central Coast may prove a turning point in the long-simmering relationship among commercial fishermen, environmentalists and the Monterey Bay National Marine Sanctuary.

The groups spent nearly a year negotiating a proposal that identifies areas the Pacific Fisheries Management Council should reopen and close to bottom fishing in the sanctuary. It was a task, participants said, that took its toll and tested the mettle of individual patience.

“There were times in it where everybody was pretty much fed up and ready to walk away, especially when the environmental groups got involved,” said Monterey fisherman Giuseppe Pennisi II.

“This was like mixing lava with water,” he said. “We had stuff boiling everywhere. We had to stop meetings and everybody go out and cool off.”

In the end, they came up with the hallmark of a good compromise: nobody got everything he wanted.

Sanctuary Superintendent Paul Michel described the outcome as a “precedent-setting, historic accomplishment.”

The “Essential Fish Habitat” boundaries were last set in 2006. Research since then identified new areas of coral and sponge that needed critical protection, said Michel.

At the same time, fishermen were unhappy with the hop-scotch effect of the boundaries. They were spending less time fishing than they were picking up and putting back nets to avoid protected areas.

“We just wanted to get some of our traditional places back that were just sand and mud,” said Pennisi. “Oceana just wanted real estate. They got back a lot more than what they gave up.”

Still, the third-generation fisherman credited the sanctuary’s Karen Grimmer, Monterey Harbormaster Steve Scheiblauer and Huff McGonigal of the Environmental Defense Fund for guiding the combatants to a “common goal” — more fish.

The proposal was submitted to the fisheries council July 31. That agency will submit its recommendation to the National Oceanic and Atmospheric Administration for final approval, a process that could take two years.

Geoff Shester of Oceana said the process was so encouraging that his group, historically at odds with fishermen, is hoping to reach a future consensus that would open trawling to prized parts of Monterey Bay, which sits in state waters, in exchange for additional closures in federal waters.

CWPA Logo - June 2013California’s fishing industry was built largely on ‘wetfish’, so called because historically these fish were canned ‘wet from the sea’, with minimal preprocessing. Sardines, mackerel, anchovy and market squid (now called coastal pelagic species) have contributed the lion’s share of California’s commercial seafood harvest since the turn of the 20th century.

The enterprise of immigrant fishermen founded California’s wetfish industry, building up the ports of Monterey and San Pedro, San Diego and San Francisco. Today’s wetfish industry is a traditional industry with a contemporary outlook: streamlined and efficient, but still peopled by fourth and fifth-generation fishing families. Today the sons and daughters continue the enterprise begun by their fathers and grandfathers 100 years ago.

Transformed from its storied beginning, California’s wetfish industry remains an essential part of the state’s fishing culture, as well as a key contributor to our fishing economy, producing more than 80 percent of the volume and 40 percent of dockside value of all commercial fishery landings statewide.

Coastal pelagic species are also among the Golden State’s most important seafood exports. In a state that imports more than 86 percent of its seafood, the wetfish complex contributes close to 80 percent of all seafood exports, helping to offset the seafood trade imbalance.

This industry has invested in cooperative research since the beginning of the California Cooperative Fishery Investigations (CalCOFI) in the 1940s, when wetfish fishermen assessed their harvest to help fund the research partnership developed among the California Department of Fish and Game, Scripps Institution of Oceanography and the Southwest Fisheries Science Center (SWFSC).

Wetfish industry leadership established the nonprofit California Wetfish Producers Association (CWPA) in 2004, including fishermen and processors who produce most of the harvest statewide. CWPA’s mission promotes education, communication, and cooperative research to ensure sustainable fisheries.

Today CWPA’s research program continues the CalCOFI tradition, collaborating with the California Department of Fish and Wildlife and Southwest Fishery Science Center to expand knowledge of coastal pelagic species.

California’s squid industry is booming

For years, the squid business in Morro Bay has been light weight, but this year, it’s heavy. Tons and tons of Market Squid are brought into the harbor every morning.

The abundance is because it’s spawning season. At this time of the year, Market Squid travel in massive schools to spawn and die.

The squid industry was volatile for a few years because the state did not want them to be over-fished, so regulations were put in place. Today, there is a limit on how many one boat can catch, and under new regulations, they cannot be fished on the weekends.

“This boat went out last night. They can get 40 tons in a couple hours,” said Giovanni DeGarimore.

The Ocean Angel threw nets just off the coast from Pismo Beach.

“They use these big nets. So they circle it and then they close it up at the bottom and scoop it all up,” he explained.

Once they’ve scooped tons and tons of squid, the boat heads back to Morro Bay to unload.

“We are unloading for Del Mar Seafoods. They are one of the larger producers of calamari in California,” said DeGarimore.

For Giovanni DeGarimore. the process is like a harvest. The tanks on the boat are connected to a suction tube that moves the squid onto a conveyer belt. The squid are then dumped into bins and iced.
