Commission Delays Opener of Recreational Dungeness Crab Season and Closes Northern Part of Recreational Rock Crab Fishery

The California Fish and Game Commission today voted 3-0 in favor of an emergency rulemaking to prohibit recreational take and possession of Dungeness crab and all rock crab from ocean waters, including bays and estuaries, north of the Ventura/Santa Barbara county line. Closure of the fisheries will remain in effect until the Director of the Office of Environmental Health Hazard Assessment (OEHHA), in consultation with the Director of the California Department of Public Health (CDPH), determines that domoic acid levels no longer pose a significant risk to public health and no longer recommends the fisheries be closed.

The Commission also directed the California Department of Fish and Wildlife (CDFW) to maintain a list of closed ocean waters of the state and update that list on Wednesday of each week by 1 p.m. It is the responsibility of any person, prior to taking Dungeness crab, to call CDFW’s hotline at (831) 649-2883 or visit the CDFW website to obtain the current status of any ocean water.

The recreational Dungeness crab season was scheduled to start Saturday, Nov. 7.

CDPH, in conjunction with CDFW, has been actively testing crabs since early September and results from the most recent tests showed that the health risk to humans is significant. CDHP issued a health advisory on Tuesday. OEHHA followed that with a recommendation for delays and closures of the crab fisheries.CDFW will continue to coordinate with CDPH and OEHHA to test domoic acid levels in crab along the coast to determine when the fisheries can safely be opened.

Domoic acid is a potent neurotoxin that can accumulate in shellfish, other invertebrates and sometimes fish. It causes illness and sometimes death in a variety of birds and marine mammals that consume affected organisms. At low levels, domoic acid exposure can cause nausea, diarrhea and dizziness in humans. At higher levels, it can cause persistent short-term memory loss, epilepsy, and can in some cases be fatal.

Domoic acid is produced from some species of the marine diatom Pseudo-nitzschia. Currently, a massive toxic bloom of Pseudo-nitzschia has developed, significantly impacting marine life along California’s coast. Biologists tested crab from eight ports from Morro Bay to Crescent City, and determined that domoic acid levels are exceeding the State’s action level.

Algal blooms are common, but this one is particularly large and persistent. Warmer ocean water temperatures, due to the El Niño event California is experiencing, are likely behind the large size and persistence of this bloom.

Commercial fisheries are also affected by domoic acid levels. CDFW has the authority to delay or otherwise restrict commercial fisheries, and is developing an emergency rulemaking under that authority. The commercial Dungeness crab season is currently scheduled to open Nov. 15.

Toxic Algae Confirmed in Dead Wildlife, Officials Warn Against Eating Crabs

Tests on dead or dying marine wildlife show the animals were exposed to a vast bloom of toxic algae that flourished off the West Coast this summer, federal biologists said on Tuesday.

Scientists detected domoic acid — a neurotoxin produced by marine algae and harmful to people, fish and marine life — in more than three dozen animals from Washington to California, including whales, dolphins, seabirds and seals. Several were found to have dangerous levels of the toxin, the National Oceanic and Atmospheric Administration (NOAA) said.

Meanwhile, high levels of domoic acid continue to be found in shellfish.

On Tuesday, California health officials advised people not to eat Dungeness or Rock crabs caught between the Oregon border and the southern Santa Barbara County line because tests showed dangerous levels of domoic acid.

Oregon state officials also issued an advisory Tuesday for all recreationally caught crab along the southern Oregon coast, from south of Coos Bay to California. Officials warned people to remove the viscera, or guts, before eating the crab meat.

Last month, Washington shellfish managers postponed the fall start of razor clam digging on ocean beaches and all razor clamming remains closed along the entire Oregon coast because of high level of domoic acid.

The toxic algae bloom emerged last spring and flourished during the summer amid unusually warm Pacific Ocean temperatures. It was the largest and most widespread ever recorded on the West Coast and shut down lucrative fisheries, according to NOAA.

Sea lions in California commonly experienced seizures, a common sign of domoic acid poisoning, during harmful algae blooms along that state’s coast.

But this was the first year that such harmful effects were documented as far north as Washington state, said Kathi Lefebvre, a research biologist with the NOAA’s Northwest Fisheries Science Center in Seattle.

“My biggest concern is — what does the future hold?” she asked.

Domoic acid accumulates in anchovies, sardines and other small fish as well as shellfish that eat the algae. Marine mammals and fish-eating birds in turn can get sick from eating the contaminated fish. In people, it can trigger amnesic shellfish poisoning, which can cause permanent loss of short-term memory in severe cases.

Health officials stress that seafood bought in stores is still safe to eat because it is regularly tested.

Researchers said the number of animals found exposed to domoic acid may be a small fraction of those affected since many others don’t wash ashore or aren’t found.

Commission to Meet Thursday

The California Department of Public Health (CDPH) issued a health advisory warning individuals to avoid eating rock and Dungeness crab due to the detection of high levels of domoic acid. The advisory was followed by a recommendation from the Office of Health Hazard Assessment (OEHHA) to the California Fish and Game Commission and the California Department of Fish and Wildlife (CDFW) to delay the start of the Dungeness crab season and close the rock crab fishery. These actions would apply to each fishery from the Oregon border to the southern Santa Barbara County line.

The OEHHA recommendation has prompted an emergency meeting of the Commission, which will take place at 8 a.m. on Thursday, Nov. 5 (agenda and meeting information). At that time, the Commission will consider voting to delay the opening of the recreational Dungeness crab fishery. The recreational Dungeness crab season is currently scheduled to start Saturday, Nov. 7.

Also based on the recommendation from OEHHA, CDFW will act on its authority to delay the start of the commercial Dungeness crab season. The commercial Dungeness crab season is currently scheduled to start Sunday, Nov. 15 in most of the state.

Similar action will be considered by the Commission and CDFW to close the recreational and commercial rock crab fisheries in the affected area. Both recreational and commercial rock crab seasons are open all year.

“These are incredibly important fisheries to our coastal economies and fresh crab is highly anticipated and widely enjoyed this time of year. Of course, delaying or closing the season is disappointing,” said CDFW Marine Regional Manager Craig Shuman. “But public health and safety is our top priority.”

El Niño: Californians urged to buy flood insurance even if they’re not near water

With the strongest El Niño conditions in nearly 20 years already underway in the Pacific Ocean and chances increasing for heavy storms this winter, federal emergency officials on Friday urged Californians to buy flood insurance — even those who don’t live near creeks or rivers.

“We encourage everyone to take the threat seriously,” said Roy Wright, a deputy associate administrator at the Federal Emergency Management Agency in Washington, D.C. “If there ever was a time to buy flood insurance, this is that time.”

Since 1978 in California, 37 percent of all flood insurance claims have come as a result of just two winters, 1982-83 and 1997-98 — the last two times that strong El Niño conditions similar to this year’s have occurred. In both of those winters, pounding rainfall caused flooding, mudslides and other damage across the state.

Many property owners who live in “high hazard” areas on flood maps that FEMA publishes are required to buy flood insurance as a condition of receiving a mortgage loan. But because there are large numbers of renters and people who have paid off their mortgages living near rivers, creeks and shorelines, only 30 to 50 percent of people living in high hazard areas nationwide have flood insurance, Wright said.

Most homeowner’s insurance policies cover damage if a tree falls through a roof or storms cause other harm, such as blowing patio furniture through a window. But they usually do not cover the damage from flood waters.

Insurance experts and FEMA officials, who spoke at a midmorning news conference, said that people who do not live in flood-prone areas can still be at risk for flooding during major, sustained storms. That can happen when storm drains back up and flood neighborhoods, or water runs down hillsides and into homes.

Forecasters say that January, February and March are expected to get the brunt of this winter’s heavy rainfall across California. There is a 30-day waiting period for new flood insurance policies to go into effect, Wright said Friday.

California’s current four-year drought, and the nearly 20 years that have passed since the state experienced punishing winter rains, have made many residents downplay or forget that wet winters historically have caused major destruction and fatalities.

“People always say ‘I never thought this would happen to me,'” said Nancy Kincaid, a spokeswoman for the California Department of Insurance. “But if it does, are you prepared to recover without insurance? It can be thousands, or even hundreds of thousands of dollars.”

Flood insurance policies for people in high-risk areas can cost $1,000 or a more a year. Policies for people outside those high-risk areas, which are called “preferred risk” policies, are cheaper and can range from about $140 to $500 a year, Wright said.

“That is often within someone’s reach in terms of the kind of investment they can make to buy down their risk,” he said. “Even if you buy that policy for only one year, this is the year to buy it.”

FEMA has posted its flood risk maps and tips to reduce flood risk at www.floodsmart.gov.

In recent months, a number of flash floods and episodes of heavy rain have served as reminders of the risk of rising water. Last week, flash flooding trapped nearly 200 cars and trucks in mudslides up to 6 feet deep on Interstate 5 in Los Angeles County and Highway 58, 30 miles east of Bakersfield.

A month ago, 20 people died in flash floods along the Utah-Arizona border. Those killed included 13 children and a sheriff’s deputy.

Unlike most other kinds of insurance, which consumers buy from private insurance companies, flood insurance is funded through the federal government, due to a 1968 law enacted after many private companies declined to offer policies following heavy losses.

Jamie Court, a consumer advocate, said that people should consider buying flood insurance this year, and everyone should at least check their policies, although some residents probably don’t need to worry.

“I don’t think it’s a one-size-fits-all, but this is a wake-up call,” said Court, who is president of Consumer Watchdog in Santa Monica. “People do have to re-evaluate their insurance coverage. This won’t affect me because I live on top of a hill with good drainage. I’m very unlikely to sustain flood damage. But on the other hand, people who aren’t in flood zones could flood if they are at the bottom of a hill or close to a storm drain.”

Experts said Friday that homeowners should check their roofs for areas that could leak, caulk drafty windows and doors, and trim dead trees that are near buildings. They also should take videos of their possessions in every room and store that video out of their home, either in the Internet cloud or another location. And they should update emergency kits with flashlights, battery-powered radios, bottled water and other supplies.

“Now is the time to do it. Once we get into the rains, it becomes much more difficult to act after the fact,” said Ken Katz, national property risk control director at Travelers Insurance. “Do it now. Take it seriously.”

In the Bay Area, some people are already at work.

Jason Alarid, whose family owns Henry’s Hi-Life, a restaurant in downtown San Jose near the Guadalupe River, which flooded in 1995, said he already had crews check his roof, and he’s talking with his insurance agent about his flood policy.

“With this El Niño, we think we need more coverage, just in case,” he said. “You never know what will happen.”

Central Coast Begins to Feel El Niño’s Effects

The National Oceanic and Atmospheric Association (NOAA) released an updated report Thursday on El Niño predictions for the upcoming year. Forecaster Jon Gottschalk of the Climate Prediction Center at the National Weather Service expects average sea-surface temperatures to climb more than 2 degrees Celsius, which would result in warmer weather and higher humidity through January.

His report also states that temperature hikes would be the most prominent along the Pacific coast. Within California specifically, forecasters expect above-median rainfall for the central and southern coasts. Though these warm temperatures had already been predicted, Gottschalk’s predictions expect a higher probability of these climate anomalies to actually occur.

However, according to NOAA’s deputy director Mike Halpert, there are other factors to consider. “While temperature and precipitation impacts associated with El Niño are favored, El Niño is not the only player. Cold-air outbreaks and snowstorms will likely occur at times this winter. However, the frequency, number, and intensity of these events cannot be predicted on a seasonal timescale,” said Halpert in his report statement.

Southern California residents could feel Halpert’s report only a day after its release. On Friday, Santa Barbara County experienced a string of intense thunderstorms that dropped hail the size of dimes in some areas. Multiple flash flood warnings took to the airwaves on Friday and Saturday as well, ranging from Long Beach all the way up to San Luis Obispo, and as far inland as Burbank.

Warmer ocean temperatures have not only brought new weather to Southern and Central California, but also new wildlife. PBS (Public Broadcasting Services) has reported that fishermen off the coast of San Diego are discovering Bluefin tuna, yellowtail, and dorado, which are all characteristically found further south in Mexico. Earlier this summer, San Diego and Orange County also saw phenomenal numbers of red crab corpses on their beaches following the species’ movement with the warmer waters.

The natural food chain has set up a domino effect, as these migrations of prey have also brought along their predators. According to CBS, a fisherman off the coast of Huntington Beach encountered a ten-foot hammerhead shark while fishing for yellowtail. The same beaches have also been home to sightings of great white sharks — one reportedly bumped a surfer in August.

Most recently, two sightings of a venomous sea snake species have been reported. On Thursday evening, Anna Iker reported seeing a yellow-bellied sea snake (Pelamis platura) while at the beach with her kids. Next morning another local resident, Robert Forbes, reported a separate sighting. Heal the Bay, an environmental advocacy nonprofit, confirmed both sightings were at Silver Strand Beach in Oxnard but could not confirm they were of the same animal. The group later stated in a blog post that the last sighting of a yellow-bellied sea snake this far north was in the early 1980s, also during El Niño.

Working with the Fisheries Survival Fund and the Northeast Seafood Coalition and utilizing the Saving Seafood network, over 1,800 fishermen and other coastal residents joined federal, state and Congressional leaders in opposing a surprise threat to create a new Atlantic Marine Monument under the auspices of the 1906 Antiquities Act.

 

Timely action was critical, with environmental groups hoping for a presidential declaration at the Our Oceans Conference in Chile held in October.

 

“It’s very scary,” said Jon Williams, owner of New Bedford’s Atlantic Red Crab Company that employs nearly 150 people.
Should the New England Coral Canyons and Seamounts Area be named a national monument, Williams said he would be cut off from fishing grounds that account for between 20 and 40 percent of his red crab haul – an annual loss of around $5 million. Full story at the Taunton Daily Gazette

 

 The U.S. House Natural Resources Committee has demanded records of all meetings, correspondence and memos related to marine monument designations with concerns about the apparent collusion and influence of environmental groups with regard to the Interior Department’s designation process, with almost no local input. A public records request filed by Saving Seafood uncovered the emails, raising concerns about possible closed-door collaboration between environmental groups and the administration, referenced by the Committee in its letter to the Administration.

Science supports access to the Eel Fishery


The American Eel Sustainability Association has repeatedly attested to the fishery’s sustainable operations, thanks in large part to the sacrifices made by eel fishermen to ensure proactive responsible resource management. In October, the U.S. Fish and Wildlife Service (FWS) rejected a petition from the Council for Endangered Species Act Reliability (CESAR) – the second such request in a decade – to list American Eels as “threatened” under the Endangered Species Act (ESA), confirming that the species is “stable” and not in need of Federal protection. FWS conducted an extensive review of the most recent scientific data from federal agencies and independent sources in reaching their determination.

It’s a fascinating time to be an Alaska fish biologist, charter operator or angler. With warmer ocean temperatures caused by El Nino and a phenomenon called “The Blob,” bizarre fish sightings are pouring in from around the state, particularly Southeast.

Scott Meyer, a state fishery biologist based in Homer, is amassing photos from colleagues and boat captains who have hauled in everything from a 900-pound ocean sunfish near Juneau to warm-water thresher sharks off the coast of Yakutat since July.

“It’s unusual to have these fish caught in near-shore fisheries,” Meyer said.

The warm-water mass nicknamed The Blob has been swirling around the Pacific Ocean for the past couple of years and moving north toward Alaska. At the same time, El Nino is in full force this year, a weather pattern characterized by unusually warm ocean temperatures. As a result, ocean conditions including temperatures and food sources for fish are changing and species not normally found in state waters are showing up.

The peak of the 2015-2016 El Nino is approaching, with this year’s event among the strongest on record, according to the National Oceanic and Atmospheric Administration.

The Blob has raised temperatures in the North Pacific to record highs of about five to seven degrees Fahrenheit above average, according to NOAA.

Joe Orsi, a federal fisheries biologist in Juneau, said two massive sunfish swam into researchers’ gear in Southeast this summer as they conducted juvenile salmon surveys. Sunfish tend to favor warmer waters than those found in Alaska.

Other unusual reports include Pacific bonito caught in waters off Ketchikan, albacore tuna spotted near Prince of Wales Island, and yellow tail caught near Sitka.

As recently as last Saturday, an ocean sunfish washed ashore outside a lodge in Cordova.

Steve Moffitt, the state biologist who dissected the sunfish, said pilots and fishermen have reported several sightings of sunfish this summer. They were likely chasing the warmer currents and a huge mass of jellyfish that filled the waters around Cordova, he said.

“Sunfish really like to eat jellyfish,” Moffitt said.

California market squid are also starting to spawn in Southeast, Orsi said.

While the usual fish sightings are interesting from a biological perspective, they may be a cause for concern, Orsi said. One of his top questions: if ocean temperatures rise, how will big-money fish like salmon be affected?

The Alaska Department of Fish and Game forecast the Southeast pink salmon harvest in 2015 at 58 million fish, yet fishermen hauled in only about 34 million pinks, according to state records.

Did The Blob and El Nino cause the low catch level? Hard to say definitively but it’s “certainly easy to point the finger at them,” said Dave Harris, Fish and Game’s commercial fishery management biologist in Juneau.

“Those are the most likely suspects,” Harris said.

‘The Blob’ Fueling Drastic Changes Under The Sea Ahead Of El Niño

It’s the crack of dawn on a recent morning at Fisherman’s Landing in Point Loma, and the docks are bustling.

Dozens of enthusiastic anglers have just returned with a boatload of bluefin tuna, dorado and yellowtail.

It’s been a banner season, said Andrew Dalo, who books reservations for Point Loma Sportfishing.

“I’ve got overnight and day-and-a-half boats that are catching 100- to almost 200-pound bluefin tuna up off our coast here, out west and up north,” Dalo said. “And that’s stuff that we don’t even normally see up here, let alone go after.”

The tropical fish are typically reeled in off Mexico and far off-shore, Dalo said. Now they’re being hooked as close as 10-20 miles off of San Diego, where water temperatures are exceptionally warm.

“Right now we’re 4 to 5 degrees above normal, which to you and me doesn’t seem like much, but if you’re an animal living in the sea and you live at that temperature — that’s a huge change,” said Toby Garfield, director of the Environmental Research Division at Southwest Fisheries Science Center in La Jolla.

The warm water, which scientists have named “the blob,” formed two years ago near Alaska and has spread down the West Coast. Garfield said the warm conditions have sent mother nature into disarray.

“In fact, having this additional warm water has changed the winds a little bit,” Garfield explained. “The upwelling winds really drive the productivity along the California coast. So if you reduce that productivity, you start changing a lot of different parts of the whole ecosystem.”

Much of the fishery population has shifted north, and El Niño hasn’t even arrived yet, said Garfield, who analyzes ocean conditions and reports his findings to the Pacific Fishery Management Council.

“If you go out and do an assessment and you’re not sure where that population is from, you can get some erroneous results in terms of how you’re going to divide up the fisheries,” Garfield said. “And remember, the fish don’t know there’s a Mexican border or Canadian border.”

“We really do have a front row seat on a fascinating change,” Garfield added. “We haven’t seen it this anomalously warm in the record, and at the same time, we’re having a developing El Niño.”

Garfield said he sees two possible scenarios playing out this winter: El Niño’s storm energy will stir up the water, causing the cool water from the ocean depths to mix with and cool the water at the surface.

“That’s one scenario — that it may disappear and will go back to more normal temperatures,” Garfield explained. “The other scenario is that the two will reinforce each other and we’ll have even warmer conditions, and the weather patterns will be different than we expect with a normal El Niño.”

Garfield says additional heat from El Niño could produce storms with higher energy and moisture.

Meanwhile, the telltale signs of current ocean water temperatures from “the blob” have appeared in recent months along San Diego’s shores. The unusual visitors range from hammerhead sharks to tropical fish to millions of red tuna crabs.

“We’ve also seen ‘by the wind sailors’ that have occurred en masse on the shores here on La Jolla and elsewhere,” said David Checkley, a professor of marine biology at Scripps Institution of Oceanography.

Checkley said the reduction in upwelling of cold water nutrients from the ocean floor has drastically altered the food web.

“At the base of the food chain it’s been observed that the amount of chlorophyll or phytoplankton is lower than normal because we have fewer nutrients brought up into the surface waters,” Checkley said.

Phytoplankton provide food for a wide range of sea creatures including whales, shrimp, snails, and jellyfish, according to the National Oceanic Atmospheric Administration.

“The continued poor health of the California sea lion population is likely due to a lack of forage — anchovy, sardines… perhaps squid,” Checkley said.

An algal bloom occurring along the West Coast from California up to Alaska is also a growing concern.

“Those harmful algal blooms sometimes come with toxins — demoic acid that can poison marine mammals that eat fish that consume those algae,” he said.

Checkley said water temperatures will likely eventually return to normal, but he can’t help but look at the conditions as a harbinger of the future.

“What perhaps is worrisome is if you think of things such as this and a long-term trend in a rise in temperatures associated with the climate warming or climate change,” Checkley said.

He predicts some sea creatures will suffer through El Niño.

“The winners are the recreational fishermen,” Checkley said.

San Diego’s sportfishing season usually wraps up in September, but not this year.

“We’re hoping this stuff stays around,” Dalo said. “If it stays up here, we can fish in U.S. waters. You bet. We’ll fish into October. We’ll fish into November.”

Monterey Bay fishermen secure $1M in fishing rights

MONTEREY >> A big benefit for the local community, Monterey Bay anglers now will have permanent access to more than $1 million in commercial groundfish fishing quota thanks to a recent acquisition by the Monterey Bay Fish Trust.

“Oftentimes, it is extremely difficult to get quota,” said Giuseppe Pennisi, a local commercial fisherman. “Having access to quota is the only way that we can fish consistently.”

West Coast groundfish numbers have struggled for years, and so have the livelihoods of many fishermen with it. More than a decade after the federal government declared the groundfish fishery a disaster, new regulations rolled out to help the fish and fishermen rebound.

Since 2011, the fishery has been subject to a “catch share” system. Now fisherman no longer have to race against one another, trying to catch as many fish as possible before the entire fishery’s quota is reached. Instead, they’re allotted a share of the quota and can fish at their own speed.

The program, which is highly regulated and includes a bycatch quota as well, has been successful in terms of conservation. In 2014, the Monterey Bay Aquarium’s Seafood Watch program upgraded 21 groundfish species from the “avoid” list to “good alterative” or “best choice.”

But a concern of the “catch share” system is that fisherman can sell their quota allocations on the open market to the highest bidder. It leaves smaller fishing communities like the Monterey Bay in jeopardy of losing out to bigger markets and businesses in the Pacific Northwest that have more money to buy the quota shares.

“The big fish companies hoard their fishing quotas, which then become unavailable to independent fishermen,” Pennisi said.

To protect local fishing businesses, the Monterey Bay Fisheries Trust was created to manage and lease groundfish quota to fishermen here, while working to improve the economic and environmental aspects of the fishery.

The nonprofit secured the $1 million in fishing rights from the Nature Conservancy, which purchased quota shares from willing sellers to lease them back to local fisherman who operate more sustainably before the “catch share” system — and a cap on the amount of shares any individual or entity can hold — was implemented. So the Nature Conservancy has been divesting shares to local community organizations focused on conservation as well.

“Now local fishermen will know that they have access to this supply of quota, they don’t have to compete for it on the open market and they don’t have to compete with bigger businesses,” said Sherry Flumerfelt, executive director of Monterey Bay Fisheries Trust.

The acquisition equates to about 4.2 million pounds of different groundfish species, including sable fish, rockfish and petrale sole. Though the amount is a major boost for Monterey Bay fishing industry, commercial fishers still can’t afford all the quota shares they need.

“It sounds like an awful lot and it’s a good start, but it’s not enough,” Flumerfelt said. “We’re looking to buy more.”

Last month, the Monterey City Council allocated $225,000 to purchase additional groundfish quota.

Monterey Bay fishermen need an estimated 6 million to 10 million pounds worth of quota to maintain a sustainable economy. However, it’s a tricky number to pin down because some species of groundfish are worth more than others.

Zeke Grader, Lifetime Advocate for Fish and Fishermen, Died at 68

 

Zeke Grader, who was born into the fishing industry, spent a lifetime representing fishermen and was a staunch advocate for sustainable seafood, died Monday of pancreatic cancer at a San Francisco hospice. The longtime Sausalito resident was 68.

For almost 40 years, Mr. Grader served as executive director of the Pacific Coast Federation of Fishermen’s Associations, the largest trade group of commercial fishermen on the West Coast. He retired this summer. Since 1992, he had also been executive director of the Institute for Fisheries Resources.

“There are a lot of guys who would say that there wouldn’t have been any small boat commercial salmon fishermen for 20 years at least if not for Zeke Grader,” said Tim Sloane, who took over Grader’s post as head of the Federation of Fishermen’s Associations. “He built bridges between fishermen, policy folks, environmentalists and the scientific community. His ability to unite people around preserving the fisheries was unmatched.”

The son of a Fort Bragg fish broker, Mr. Grader was an early advocate of seafood sustainability, and was particularly passionate about protecting wild salmon.

“I think it was not so much a conscious decision of wanting to be a conservationist or an environmentalist; it was simply an economic necessity,” he once said in an interview with the Seafood Choices Alliance. “It was pretty clear to myself and a number of others that it didn’t matter what government or others did. If you didn’t have fish, you didn’t have fishing.”

At a tribute to Mr. Grader at the Bay Model in Sausalito in April, Rep. Jared Huffman recalled Mr. Grader’s 2009 appearance on Sean Hannity’s conservative Fox News show. Hannity argued on behalf of government-subsidized fish farmers while Mr. Grader spoke forcefully for North Coast commercial fishermen.

“Sean Hannity barely got a word in,” Huffman told the amused gathering.

The congressman also commended Mr. Grader for helping stop the expansion of offshore oil drilling on the North Coast and for his role in the legal action to restore the San Joaquin River.

Former congressman and secretary of state Leon Panetta spoke in a video tribute. In his blog, Lee Crockett of the Pew Charitable Trust quoted Panetta as saying, “If our oceans are the salt in our veins, Zeke Grader is the fire in our spirit.”

Environmental journalist Dan Bacher wrote in the liberal political blog the Daily Kos that Mr. Grader “was one of the most quotable and witty people I’ve ever met.” He recalled his trenchant response to a 2006 federal government attempt to close the North Coast salmon season, ostensibly to protect the Klamath River.

Bacher wrote:“Zeke pointed out that without efforts to address the root causes of the salmon fishery’s decline, ‘Putting fish back into a river that’s killing them makes as much sense as tossing virgins into a volcano.”

Mr. Grader’s wife of 40 years, Sausalito attorney Lois Prentice, said that her husband was tireless in his efforts to protect the world’s oceans and rivers. Before he became ill, she said, “He was working on forming a worldwide organization for fisheries, to fight for clean water and against pollution. As a result, it would have a lot of clout and get a lot more done.”

A Marine Corps veteran, Mr. Grader was a graduate of Sonoma State University and earned a law degree from the University of San Francisco.

In addition to his wife, he is survived by his mother, Geraldine Grader of Fort Bragg, sisters Allison Grader of Reston, Virginia, and Lindsay Grader of Sacramento, and a brother, Samuel Grader of Fort Bragg.

A memorial is being planned.
